Data quality policy

Financial calculations must be deterministic, tested and auditable. A workbook must pass all blocking-level checks before it can proceed to calculation.

Warnings (e.g. empty optional sheets) are surfaced for the consultant but do not block the pipeline. Every value carries an audit trail through to export.
